国家中医紧急医学救援队保障体系建设实践与探讨——基于“9·16”泸县地震和“6·1”芦山地震紧急医学救援实证研究

Study on the construction of the national TCM emergency medical rescue team guarantee system——an empirical study of emergency medical rescue based on the“9·16”Luxian earthquake and the“6·1”Lushan earthquake

目的针对国家(四川)中医紧急医学救援队建设现状,研究国家级中医紧急医学救援队伍保障体系建设策略。方法采用实证研究方法,基于国家(四川)中医紧急医学救援队在“9·16”泸县地震和“6·1”芦山地震中的救援经历,总结紧急医学救援经验。结果国家(四川)中医紧急医学救援队构建了涵盖组织、人员、物资、技术的保障体系,在多次灾害救援工作中发挥了重要作用。结论紧急医学救援队应建立区域联动机制,根据区域特点做好应急保障工作,强化常态训练和应急演练,从而提高应急救援效率。

Objective Based on the current situation of the construction of the national(Sichuan)TCM emergency medical rescue team,study the construction strategy of the national TCM emergency medical rescue team guarantee system.Methods An empirical study was conducted to summarize the experience of emergency medical rescue based on the rescue experiences of the National(Sichuan)TCM Emergency Medical Rescue Team during the"9.16"Luxian earthquake and the"6·1"Lushan earthquake.Results The National(Sichuan)TCM Emergency Medical Rescue Team has built a protection system covering organization,personnel,materials and technology,and has played an important role in many disaster rescue efforts.Conclusion Emergency medical rescue teams should establish a regional linkage mechanism,do a good job of emergency protection according to regional characteristics,and strengthen regular training and emergency drills,thus improving the efficiency of emergency rescue.
