基于“天地图”的土地执法监察管理系统建设研究

Research on Construction of Land Law Enforcement Supervision and Management System Based on"Map World"

为实现土地执法监察管理工作的信息化、数字化以及智能化,做到土地违法行为“早发现、早制止、严查处”,本文利用GIS、云计算以及移动互联等先进技术,基于“天地图”地理信息服务框架和土地卫片执法方法,构建了“天上看、网上管、地上查”的全天候、高精准的土地执法监察体系,搭建了基于“天地图”的土地执法监察管理系统,极大提高了土地执法监察的工作效率和自然资源执法监察工作的信息化水平。

This paper uses GIS,cloud computing and mobile internet and other advanced technologies to realize the informatization,digitalization and intellectualization of land law enforcement supervision and management,and to realize the"early detection,early prevention and strict punishment"of land illegal behavior,based on the geographic information service framework of"Map World"and land satellite image law enforcement method.It has built an all-weather and high-precision land law enforcement supervision system of"sky observation,online management and ground inspection",and built a land law enforcement supervision and management system based on"Map World",which has greatly improved the work efficiency of land law enforcement supervision and promoted the informatization level of natural resources law enforcement and supervision.
