历史制度主义视角下中国共产党苏区教师教育政策变迁逻辑

The Logic of Changes in Teacher Education Policies in the Soviet Area of the Communist Party of China:A Historical Institutionalism Perspective

摘要 高质量的教育需要高质量的教师,高质量的教师离不开高质量教师教育政策的保障。教师教育政策应把握时代脉搏,紧跟时代步伐,也应与历史事实对话,与历史文本互动。苏区是中国共产党独立领导教育的第一片试验田,苏区的教师教育政策是中国共产党为推动教师队伍建设迈出的第一步。在政策变迁的历史逻辑上,苏区教师教育政策历经奠基期、发展期和体系形成期,涵盖教师职前培养、资格检定和职后培训的全过程。在政策变迁的行为逻辑上,苏区教师教育政策与中共中央、苏维埃政府和关键政治人物等政治能动者的教师教育观念及实践密不可分。在政策变迁的制度逻辑上,苏区教师教育政策在价值向度、权益偏好、实践取向、专业导向和习得强化等方面呈现出鲜明的路径持续取向和稳定性特征。 High-quality education requires high-quality teachers,and high-quality teachers cannot do without the guarantee of high-quality teacher education policies.The teacher education policy should grasp the pulse of the times,keep up with the pace of the times,and also engage in dialogue with historical facts and interact with historical texts.The Soviet Area is the first experimental field of independent leadership education of the Communist Party of China(CPC),and the teacher education policy of the Soviet Area is the first step taken by the CPC to promote the construction of the teaching staff.In terms of the historical logic of policy e-volution,teacher education policy in Soviet Area has gone through the periods of policy foundation,policy de-velopment and policy system formation,covering the entire process of teacher pre-service training,qualification verification and post-service training.In terms of the behavioral logic of policy evolution,teacher education policy in Soviet Area is closely linked to the teacher education concepts and policy practices of political activists such as the Central Committee of the CPC,the Soviet government,and key political figures in a particular time and space context.In terms of the institutional logic of policy evolution,teacher education policy in Soviet Area presents the distinctive characteristics of path persistence and stability in terms of value orientation,rights preference,practical orientation,professional orientation,and acquisition enhancement.
