海洋调查项目加强委托业务管理浅析

Analysis on Strengthening the Management of Commissioned Business in Marine Survey Projects

海洋调查项目由于其项目性质特点,涉及大量的如分析测试、技术加工、数据获取和整理等工作,各海洋科研事业单位在承担这类项目时,受单位自身人力、物力等限制,需要通过委托业务方式完成部分工作。近年来,委托业务费已经成为海洋科研事业单位预决算公开数据中一项重要的支出,在委托业务开展的过程中,加强管理、规避风险显得尤为重要。基于此,从一名海洋科研事业单位从事委托业务管理的工作者角度出发,就海洋调查项目如何加强委托业务管理提出建议。

According to the nature and characteristics of the project,the Marine survey project will involve a lot of work such as analysis and testing,technical processing,data acquisition and collation.When undertaking such projects,limited by their own manpower and material resources,they need to complete part of the work through entrusting business.In recent years,the entrusted business fee has become an important expenditure in the public data of the budget and final accounts of Marine scientific research institutions.In the process of entrusted business,how to strengthen the management and avoid risks is particularly important.From the perspective of a worker engaged in entrusted business management in a Marine scientific research institution,this paper puts forward suggestions on how to strengthen the entrusted business management of the Marine research project.
