铁路运输服务标准体系构建是标准管理工作的重要内容,与运输安全和铁路服务质量密切相关。为保障铁路运输安全和高效运营、提升铁路监管质量效果、推动铁路高质量发展,运用系统工程理论和方法,分析铁路运输服务标准体系内涵,建立包括“层级、执行、专业、技术作业、适用线路”的5维分析模型。在此基础上,分析铁路运输服务标准内涵,提出铁路运输服务标准体系总体结构建议,为构建并持续动态完善铁路运输标准体系提供参考。

The construction of railway transport service standard system is an important part of standard manage⁃ment,which has an important impact on transport safety and railway service quality.In order to ensure the safety and efficient operation of the railway,improve the efficiency of railway supervision quality,and promote the high-quality development of the railway,system engineering theory and methods are used to analyze the connotation of the railway transport service standard system,and a five dimensional analysis model including"hierarchy,implementation,spe⁃cialty,technical operation,and applicable lines"is established.On this basis,by analyzing the connotation of railway transportation service standards,propose suggestions for the overall structure of the railway transportation service stan⁃dard system,which provides reference for the continuous and dynamic improvement of the railway transportation stan⁃dard system construction.
