党建引领产业振兴:分层治理视野下农村集体经济发展研究

Party Building Leading Industrial Revitalization:A Study on the Development of Rural Collective Economicfrom the Perspective of Hierarchical Governance

如何跳出当前乡村产业发展“失败—扶持—再失败”的怪圈?党建引领下的产业振兴通过内外分层治理框架能够有效规避这一困境。基于贵州省L村农旅融合的集体经济发展实践,党建引领产业振兴的运作路径包括在内生共识决策层面建构制度保障机制、信任建构机制与组织再造机制,以实现村庄发展要素的聚合互嵌;在外部经营体系建设层面完善集体经济的委托代理机制、市场运转机制与利益分配机制,以实现村民共同富裕。与资本引领和组织引领发展模式相比较,党建引领下的产业振兴具有市场风险与执行难度较小、可复制性较强以及政经耦合互促等明显优势,成为乡村振兴应当进一步强化的方向。

How to jump out of the current failure-support-failure cycle of rural industrial development?The industrial revitalization led by the Party building can effectively avoid this dilemma through the internal and external hierarchical governance framework.Based on the collective economic development practice of the integration of agriculture and tourism in L village,Guizhou Province,the operation path of the Party building leading the industrial revitalization includes the construction of institutional guarantee mechanism,trust construction mechanism and organization reconstruction mechanism at the level of endogenous consensus decision-making,and the realization of the aggregation and embeddedness of village development factors;improve the principal-agent mechanism,market-oriented operation mechanism and benefit distribution mechanism of the collective economy at the external management system construction level,and promote the common prosperity of villagers.Compared with the capital-led,organization-led and other development models,the industrial revitalization led by the Party building has obvious advantages such as less market risk and implementation difficulty,strong replicability and mutual promotion of political and economic coupling,which is the direction that rural revitalization should be further strengthened.
