扩大内需战略与供给侧结构性改革有机结合的政治经济学,是新时代中国特色社会主义政治经济学最新成果之一。仅仅依靠“总需求管理”或“总供给管理”都不能满足现代市场经济发展对宏观调控提出的要求,必须把扩大内需战略同供给侧结构性改革有机结合起来。马克思主义政治经济学提出了两种意义的社会必要劳动时间,解析这两种社会必要劳动时间的理论内涵、深刻把握生产供给与社会需要的内在关系具有重大意义。按照第一种社会必要劳动时间的标准实施供需管理,就是要提高劳动生产率,让劳动者按照等于或者低于社会必要劳动时间的劳动生产率开展生产活动;按照第二种社会必要劳动时间的标准实施供需管理,就是要从人民对不同类型产品和服务的需要出发,有计划按比例地把社会劳动时间分配到不同部门和领域,保证供需的有效对接。

The political economy of the organic combination of the strategy of expanding domestic demand and supply-side structural reform is one of the latest achievements of the political economy of socialism with Chinese characteristics in the new era.Only relying on aggregate demand management or aggregate supply management can not meet the requirements of macro-control put forward by the development of modern market economy,we must organically combine the strategy of expanding domestic demand with the supply-side structural reform.Marxist political economy puts forward two kinds of socially necessary labor time,it is of great significance to analyze the theoretical connotation of these two types of socially necessary labor time and deeply grasp the internal relationship between production supply and social needs.The implementation of supply and demand management in accordance with the first socially necessary labor time standard is to improve labor productivity,allowing workers to carry out production activities in accordance with the labor productivity equal to or lower than the socially necessary labor time.The implementation of supply and demand management in accordance with the second socially necessary labor time standard is to start from the needs of the people for different types of products and services,and allocate social labor time to different departments and fields in a planned proportion to ensure the effective docking of supply and demand.
