高质量发展需要完善空间治理能力、优化要素空间布局、提高国土空间资源配置效率。面向全面建设社会主义现代化国家新征程,要构建优势互补、高质量发展的区域经济布局和国土空间体系,以空间治理现代化推动国家现代化。在梳理我国区域发展战略演进历史的基础上,全面准确认识区域发展的新形势新问题,包括在全国区域经济发展差距不断缩小的形势下面临的东西部差距依然明显、南北差距扩大、区域内部日趋分化以及空间结构失衡加重等四大问题。深刻理解迈向现代化进程中区域发展问题的内在根源,需要认识区域发展中的自然地理规律,集聚经济规律和国际政治、经济规律,明确区域协调发展目标,进一步推动地域分工的专业化与合理化,构建高质量发展的动力系统,构建与区域一体化相适应的治理体系,完善区域协调发展体制机制,实现区域发展成果共享。

High-quality development requires improving spatial governance capabilities,optimizing the spatial distribution of factors,and improving the efficiency of allocating territorial space resources.Facing the new journey of comprehensively building a modern socialist country,we need to build a regional economic layout and territorial space system that complement each other's strengths and provide high-quality development,and promote national modernization through the modernization of space governance.On the basis of sorting out the evolution history of China's regional development strategy,we have a comprehensive and accurate understanding of the new situation and new problems of regional development,including the four major problems that the gap between the east and the west is still obvious,the gap between the north and the south is widening,the internal differentiation of the region and the imbalance of spatial structure are aggravating.To deeply understand the internal root of regional development problems in the process of modernization,we need to understand the laws of natural geography,agglomeration economy and international politics and economy in regional development,clarify the goals of regional coordinated development,and then puts forward some policy suggestions,such as strengthening the specialization and rationalization of regional division of labor,building a dynamic system of high-quality development,building a governance system compatible with regional integration,improving the system and mechanism of regional coordinated development,and realizing the sharing of regional development achievements.
