输电阻塞状态计量及其电网投资机制研究——基于节点边际电价的分析

摘要 识别输电阻塞状态、研究电网投资机制对电力现货市场的建设具有重要意义。对于节点边际电价产生的位置信号,目前国内外理论研究与政策制定均以输电阻塞盈余分配机制设计为核心,较少研究其引导投资的功能。本文通过揭示电力现货市场节点边际电价位置信号或输电阻塞盈余的形成机理及其投资信号价值,提出基于节点边际电价标准差的电网输电阻塞状态计量方法,同时根据统计学原理设计了基于节点边际电价标准差的电网投资平衡状态判断方法和标准,并基于省级电网进行了模拟计算与分析。本文发掘了节点边际电价位置信号识别电网投资平衡状态并优化电网投资决策的价值,以期为电力现货市场下电网精准投资提供科学依据。 It is of great significance to identify transmission congestion and study the investment mechanism of power grid for the construction of power spot market.For the location signal generated by node marginal electricity price,the core of theoretical research and policy formulation at home and abroad is the establishment of transmission congestion surplus distribution mechanism,and its function of guiding investment is rarely studied.In this paper,by revealing the position signal of node marginal electricity price or the formation mechanism of transmission blocking surplus and its investment signal value in the power spot market,the power grid transmission blocking state measurement method based on the standard deviation of node marginal electricity price is proposed.At the same time,according to the principle of statistics,the judgment method and standard of power grid investment balance state based on the standard deviation of node marginal electricity price are designed,and the simulation calculation and analysis are carried out based on the provincial power grid.This paper explores the value of node marginal price position signal to identify the balance state of power network investment and optimize power network investment decision,in order to provide a scientific basis for accurate power network investment under the power spot market.
