环境约束、慈善组织异化与政府注意力转移:一个政慈合作项目为何难以可持续?

Environmental Constraints,Charitable Organization Distortion and Government Attention Shift:Why A Government-Charity Collaboration Program Fails to Sustain

政府与慈善组织建立良好的合作关系,有利于完善社会治理,有利于更好提供公共服务。现有文献围绕着政慈合作进行了较为丰富的研究,但对于政慈合作的可持续性问题关注较少。本研究构建了“宏观环境-社会组织行为-政府注意力分配”三维分析框架,并以D慈善组织与G省M县合作开展的全国首个消除新发尘肺病试点县创建工作的M计划为个案,深入剖析了这一不同于政府购买服务方式的政慈合作形式为何难以可持续。研究发现,从环境赋能到环境约束,从慈善组织在场到慈善组织异化,从政府注意力倾斜到政府注意力转移,三个层面的变化共同作用于M计划,导致其虽然顺利开启与有序运行,却在之后遭遇挫折并草草结束。本研究为丰富政慈合作关系的研究作出了理论贡献,也对推进政慈合作的可持续实践具有借鉴意义。

Effective collaboration between government and charitable organizations contributes to improving social governance and public service provision.While the existing literature extensively examines government-charity collaborations,there is limited focus on their sustainability.This study establishes a framework encompassing the"macro context,""charitable organizations'behavior,"and"government attention allocation."Using Program M as a case study-an initiative aimed at establishing the first pilot county nationwide to eliminate new cases of pneumoconiosis through collaboration between a charitable organization and the county governmentthis research delves into the reasons behind the failure of such collaborations to endure.The findings reveal that a combination of changes,from environmental facilitation to constraints,from the presence of charitable organizations to their distortions,and shifts in government attention,collectively influence the outcome of Program M.Consequently,while the program initially commenced and operated smoothly,it eventually encountered setbacks and a premature conclusion.This study contributes to the existing body of research on government-charity collaboration and offers insights for improving the sustainability of such collaborations.
