集中带量采购政策对医药公司创新的影响研究——基于文本分析法的实证分析

Research on the Impact of Centralized Volume-Based Procurement Policy on Innovation in Pharmaceutical Companies--An empirical analysis based on text analysis method

药品集中带量采购常态化是健全我国全民医保制度的重要举措,分析其对医药公司创新的影响具有重要意义。通过文本分析法和TF-IDF法构建测度医药公司创新的新指标,运用双重差分模型对2016-2021年上市医药公司的面板数据进行实证分析。研究发现:“集采”政策实施对医药公司的创新有正效应;通过分析效应产生的渠道发现,“集采”政策实施后,医药公司招录更多高学历员工投入研发,而对国内市场依赖程度高使得医药公司创新活动显著增加;进一步研究表明:受“集采”政策影响,规模大的医药公司更敢于推进创新。基于此,应进一步扩大“集采”范围,培育医药公司创新意识。

The normalization of centralized volume-based procurement of pharmaceuticals is an important measure to improve China's universal health insurance system.Analyzing its impact on innovation in pharmaceutical companies is of significant importance.This study utilizes text analysis and TF-IDF(Term Frequency-Inverse Document Frequency)methods to construct a new indicator for measuring innovation in pharmaceutical companies.The empirical analysis is conducted using a panel dataset of listed pharmaceutical companies from 2016 to 2021,employing a difference-in-differences model.The research findings reveal that the implementation of the“centralized procurement”policy has a positive effect on innovation in pharmaceutical companies.Through analyzing the channels through which the effect is generated,it found that after the implementation of the“centralized procurement”policy,pharmaceutical companies recruit more highly educated employees to invest in research and development.The high dependence on the domestic market has led to a significant increase in innovation activities of pharmaceutical companies;Further research shows that under the influence of the“centralized procurement”policy,large-scale pharmaceutical companies are more willing to promote innovation.Based on this,the scope of“centralized procurement”should be further expanded to cultivate innovative awareness among pharmaceutical companies.
