包容性绿色发展的理论阐释及系统耦合协调性研究

Research on the Theoretical Explanation and System Coupling Coordination of Inclusive Green Development

包容性绿色发展是一个系统性概念,其内部子系统间是否耦合协调发展直接影响着包容性绿色发展进程。在阐释包容性绿色发展理论内涵的基础上,测度分析2001—2020年全国、八大经济区和30个省域的包容性绿色发展耦合协调性,并实证检验关键因素对包容性绿色发展耦合协调性的影响,从而有利于观察和把握中国包容性绿色发展系统内部各子系统间的耦合协调发展状态,为促进中国包容性绿色发展的平衡性、充分性提供思路启发。包容性绿色发展的本质就在于强调包容、绿色与发展三者的协调并举和不可偏废,中国包容性绿色发展耦合协调性呈现波动上升趋势,耦合协调等级从“十五”规划时期的濒临失调衰退型上升至“十三五”规划时期的初级协调发展型,区域和省域包容性绿色发展耦合协调性为上升趋势,专利授权量、人力资本和城镇化水平对包容性绿色发展耦合协调性具有正向影响,而研发投入强度、政府干预程度和对外开放程度的影响不显著。

Inclusive green development is a systematic concept,and whether its internal subsystems are coupled and coordinated will directly affect inclusive green development process.On the basis of explaining the connotation of inclusive green development,this paper measures and analyzes the coupling coordination degree of inclusive green development in the country,eight economic regions,and 30 provinces from 2001 to 2020,and empirically tests the impact of key factors on the coupling coordination degree of inclusive green development.Thus,it is beneficial to observe and grasp the coupling and coordinated development status among various subsystems within China's inclusive green development system,and provide inspiration for promoting the balance and sufficiency of China's inclusive green development.The essence of inclusive green development lies in emphasizing the coordination and indivisibility of inclusiveness,green and development.The coupling coordination degree of inclusive green development in China shows a fluctuating upward trend.The coupling coordination degree has risen from the near maladjustment recession type during the"1oth Five-Year Plan"to the primary coordinated development type during the"13th Five-Year Plan".The coupling coordination degree of inclusive green development in the regions and provinces is on the rise.The number of patent authorizations,human capital,and urbanization level have a positive impact on the coupling coordination degree of inclusive green development,while the impact of R&D investment intensity,government intervention level,and openness to the outside world is not significant.
