共同富裕视角下职业教育优化收入分配的功能定位、现实阻隔与参与路径 被引量:1

The Functional Orientation,Realistic Dilemma and Practical Path of Vocational Education in Optimizing Income Distribution from the Perspective of Common Prosperity

摘要 职业教育以特有的方式深度参与我国收入分配:通过提供劳动要素和技能要素参与初次分配,通过推进教育领域的基本公共服务均等化和协助开展转移支付参与再分配,通过提升社会道德水平、接受和输出公益慈善与志愿服务深度参与第三次分配。职业教育是实现共同富裕的重要依托,但它在优化收入分配中的潜力尚没有充分发挥。因而职业教育可以通过以下方式优化我国收入分配:第一,通过技术赋能,提升初次分配的公平性;第二,立足内涵发展,依托再分配促进机会公平;第三,藉由价值引领,充分释放第三次分配的潜力。 Optimizing income distribution is the key to realizing common prosperity.Vocational education,in a unique way,is deeply involved in China's income distribution,which is an important support to realizing common prosperity.This paper analyzes the functional orientation of vocational education in income distribution.Vocational education participates in primary distribution by providing labor and skill elements;It contributes to redistribution by promoting equal access to basic public services in the education sector and aids in transfer payments;It is deeply involved in the third distribution by improving the level of social morality,accepting and exporting public charity,and volunteering.On the basis of studying the realistic dilemma faced by vocational education in optimizing income distribution,this paper puts forward the practical path of vocational education in optimizing income distribution from the following three aspects.Firstly,vocational education should enhance the equity of primary distribution through technical empowerment.Secondly,it should make good use of redistribution to promote equality in opportunities through connotation development.Finally,it should fully unleash the potential of the third distribution through value guidance.
