新时期城市交通可持续发展评估指标体系构建及广州实践

摘要 顺应新时期可持续发展新要求,需尽快形成新的城市交通评估指标体系和评估方法,助力城市交通可持续发展转型。结合可持续发展全球新共识及市民问卷调查分析,采用“五性”指标构建原则和“五阶段”指标选取方法,构建16项有温度、易感知、导向性强的指标形成可持续发展评估指标体系和综合评估方法。以广州为例,城市交通可持续发展综合评估指数为88.2,指标基准值达标指数为0.29,主要不足为轨道交通站点覆盖率不高、公共交通服务保障能力有很大提升空间,市民出行安全、道路交通噪声水平等需进一步优化。提出尽快做好城市交通发展模式的顶层设计、坚持以人为本理念、为市民提供更愉悦出行体验的发展建议。 To meet the new requirements of sustainable development in the new era,it is necessary to form a new urban transport evaluation index system and evaluation methods as soon as possible to help accelerate the transformation of sustainable urban transport development.Based on the new global consensus on sustainable development and the analysis of citizen questionnaire survey,this paper adopts the construction principle of five indicators and the selection method of five stages to form a sustainable development evaluation index system and comprehensive evaluation method consisting of 16 indicators with temperature,easy perception and strong orientation.Taking Guangzhou as an example,the comprehensive evaluation index of the sustainable development of urban transport is 88.2,and the benchmark index of the index is 0.29.The main shortcomings are that the coverage rate of rail stations and the public transport service guarantee ability have great room for improvement,and the travel safety of citizens and the level of road traffic noise need to be further optimized.The paper puts forward suggestions on the top-level design of urban transport development mode as soon as possible,adhering to the people-oriented travel service mode and providing citizens with more pleasant travel experience.
