标准和专利融合越来越受到政府和企业的重视。本文在总结分析国内外标准化机构的标准必要专利政策基础上,从确定标准与专利融合的技术方向、选择合适的标准项目、制定标准和专利策略、结合标准项目形成技术方案、围绕标准项目实施专利布局、评估改进六个阶段详细阐述了标准和专利融合的方法,以期对企业开展标准和专利融合工作给与一定参考。

The integration of standards and patents attracts increasing attention from governments and enterprises.Based on summarizing and analyzing the policies on standard essential patents of standardization organizations at home and abroad,this paper elaborates on the methods of integrating standards and patents in six stages:determining the technical direction of standard and patent integration,selecting appropriate standards projects,developing standard and patent strategies,creating technical solutions based on standards projects,implementing the patent layout targeting standards projects,and conducting assessment and improvement.The paper is expected to provide reference for enterprises engaging in the integration of standards and patents.
