俄罗斯联邦国家标准化特点及其发展趋势分析

Analysis on Features and Development Trends of National Standardization in the Russian Federation

近年来,加强中俄标准化合作的呼声与日俱增,研究俄罗斯标准化特点及其发展趋势有利于促进中俄两国标准化合作的发展。本文通过对《俄罗斯国家标准化战略构想-2030》《俄罗斯联邦国家标准计划-2023》《俄罗斯联邦技术监管法》《俄罗斯联邦标准化法》等政策性文件的分析,总结了俄罗斯国家标准化特点,分析了其未来发展趋势,特别是在俄乌冲突背景下的国家标准化动态走向,以期为中俄标准化合作提供参考。

In recent years,the demand for strengthening standardization cooperation between China and Russia is increasing,and research on features and development trends of Russian national standardization will promote the standardization cooperation between the two countries.This paper analyzes policy documents published by Russia,such as the Draft Concept of the Development of National Standardization 2030,the Outline for National Standardization 2023,the federal law on technical regulation,the federal law on standardization and so on,summarizes the features and analyzes the development trends of the national standardization in Russia.In addition,this paper pays special attention to the dynamics of the development of national standardization in Russia under the background of the Russia-Ukraine confl icts,to provide references for further standardization cooperation between China and Russia.
