军台系统在清代西北边疆治理中发挥了重要作用,军台台费问题直接反映出军台系统的运转情形,并为动态观察清代边疆治理成本,讨论清代边疆治理效能问题,进而探讨清代大一统国家的边疆经营模式提供了观察窗口。本文以军台台费问题为着眼点,重点讨论了台费在军台运转中的重要作用、军台台费在“养赡蒙古”等清代边疆治理举措中所发挥的实效,进而考订了台费名目正式出现的时间、台费名目的丰富内涵以及台费征缴标准的来源问题,揭示出清代“经济务实”的边疆经营策略与大一统国家建设中“宏观灵活”的治理逻辑。

The Juntai system was crucial for the Qing court to govern the northwestern border.The issue of Juntai funds serves as a clear indicator of the system's function,providing an insight into the dynamic costs of border governance,discussing its effectiveness,and exploring the border management mode of the Qing Dynasty under grand unification.Based upon the issue of Juntai funds,this paper discusses the importance of the funds in the operation of the Juntai.Besides,the paper analyzes the practical effects of the funds during the Qing dynasty in border governance programs such as“support for Mongolia”.This paper also delves into the emergence of the taifei and its rich connotations,as well as the source of its levy regulations.Hence,the Qing Dynasty's border management strategy is revealed,and at the same time its governing logic is unveiled,emphasizing economic pragmatism and macroscopic flexibility in constructing agreat and unified state.
