开放大学文化治理的困境与路径探析——以江苏开放大学为例

An Analysis of the Dilemmas and Paths of Cultural Governance in Open Universities——Taking Jiangsu Open University as an Example

大学文化治理是大学治理体系的重要组成部分,对建立健全大学治理体系、促进大学治理能力现代化具有重要意义。以江苏开放大学为例,剖析该校文化治理中文化治理主体与内涵不清晰、去行政化模式实施不彻底、文化治理体系协同力不足、线上线下教学关系混淆等现实问题,通过文化精神理念、学科治理体系、治理氛围营造、制度保障等路径促进大学文化发展,充分发挥开放大学文化的治理功能。

University cultural governance is an important component of the university governance system,which is of great significance for establishing a sound university governance system and promoting the modernization of university governance capabilities.Taking Jiangsu Open University as an example,this paper analyzes the existing problems in the cultural governance of the university,such as unclear cultural governance entities and connotations,incomplete implementation of the de-administrative mode,insufficient synergy of the cultural governance system,and confusion between online and offline teaching relationships.Through cultural spiritual concepts,disciplinary governance systems,governance atmosphere creation,and institutional guarantees,the development of university culture is promoted,and the gov⁃ernance function of open university culture is fully utilized.
