生态保护第一理念下西藏山地旅游开发研究

Research on Tibet Mountain Tourism Development under the First Concept of Ecological Protection

“必须坚持生态保护第一”已经成为新时代党的治藏方略的重要内容,中央第七次西藏工作座谈会明确提出“保护好青藏高原生态就是对中华民族生存和发展的最大贡献”。在生态保护第一理念下探讨西藏山地旅游开发的价值、困境及策略,旨在西藏山地旅游开发中贯彻落实生态保护第一理念和促进西藏山地旅游开发健康有序发展。研究认为:生态保护第一理念下西藏山地旅游开发具有丰富的价值,开发困境主要体现在安全困难、经济困难、环境特性阻碍、医疗服务体系落后等。有鉴于此,提出加强巩固西藏山地旅游安全措施、利用西藏政策福利招商引资解困、整合自然资源丰富山地旅游项目、加大生态环保宣讲力度,促进生态保护等策略。

“We must insist on ecological protection first”has become an important part of the party's Tibet governance strategy in the new era.The Seventh Central Tibet Work Forum clearly stated that“Protecting the ecology of the Qinghai-Tibet Plateau is the greatest contribution to the survival and development of the Chinese nation.”Under the first concept of ecological protection,discuss the value,dilemma and strategy of Tibet's mountain tourism development,aiming to implement the first concept of ecological protection and promote the healthy and orderly development of Tibet's mountain tourism development.The research believes that the development of Tibet's mountain tourism under the first concept of ecological protection has rich value,and the development difficulties are mainly reflected in safety difficulties,economic difficulties,environmental obstacles,and backward medical service systems.In view of this,strategies have been proposed to strengthen and consolidate safety measures for Tibet’s mountain tourism,use Tibet’s policies and welfare to attract investment and solve difficulties,integrate natural resource-rich mountain tourism projects,and increase ecological environmental protection promotion efforts to promote ecological protection.
