刘少奇同志在长期实践和探索中,提出了“一切以经济建设为中心”的新民主主义思想,这一思想历史意义重大,且至今仍深刻影响着我国国民经济建设。新中国成立后,刘少奇指出:在建设时期,除开必要的国防外,一切工作和其他建设均配合经济建设,一切以经济建设为中心。他要求把经济建设作为重中之重。在深入考察中国城乡现状的基础上,刘少奇提出一系列极具远见的思想主张:新民主主义经济既有社会主义成分,也有资本主义成分;生产关系的改变要符合生产力的发展;农业集体化之后也可以实行个人负责制;民主化与工业化是不能分离的;按劳取酬,多劳多得,平均主义不是社会主义。刘少奇在他的讲话和著述中,深刻阐述了其独具特色的新民主主义经济思想,在当年,是具有震撼力的;在今天,则为我国走中国特色社会主义道路,奠定了理论基石。

Liu Shaoqi proposed the new democratic ideology of putting economic construction at the center of everything in long-term practice and exploration.This ideology has historical significance and still deeply affects China’s national economic construction to this day.After the establishment of the People’s Republic of China,Liu Shaoqi pointed out that during the construction period,except for necessary national defense,all work and other construction should be coordinated with economic construction,and everything should be centered around economic construction.He demanded that economic development be given top priority.On the basis of an in-depth investigation of the current situation of urban and rural areas in China,Liu Shaoqi proposed a series of highly visionary ideological propositions:the new democratic economy has both socialist and capitalist elements;The change in production relations should be in line with the development of productive forces;Individual responsibility system can also be implemented after agricultural collectivization;Democratization and industrialization cannot be separated;Pay according to work,get more for more work,and egalitarianism is not socialism.In his speeches and writings,Liu Shaoqi deeply elaborated on his unique new democratic economic thought,which was shocking at that time.Today,it has laid the theoretical foundation for China to follow the path of socialism with Chinese characteristics.
