“双碳”目标下碳排放权交易市场监管的问题与对策

The Problems and Countermeasures of the Regulation of Carbon Emission Trading Market Under the Double Carbon Target

党的二十大报告提出“积极稳妥推进碳达峰碳中和”,并指出“应健全碳排放权交易市场”。碳排放权交易市场作为非自发形成的政策市场,既需要市场机制发挥基础作用,又需要高水平的政府监管提高市场规制效能。目前,碳市场监管欠缺科学性、合理性、有效性,有待系统性提升监管效率,因此,应进一步理顺政府监管与市场运作的关系,优化数据监测、报告与核查制度、配额管理制度以建立有效的价格调节机制,为“双碳”目标的稳步实现保驾护航。

During the 20th National Congress of the Communist Party of China,it was emphasized that carbon peak and carbon neutrality would be accelerated actively and steadily and suggested that the carbon emission trading market mechanism should be improved.The carbon emission trading market mechanism in China,as a result of national policy rather than a self-formed market phenomenon,requires both the market to play a basic role and the government to oversee and regulate the trades with advanced governing ability.Today,the regulation of the carbon emission trading market is still insufficient,especially for scientific,appropriate and effective measures and methods.Under this circumstance,it is of great importance to determine and clarify several aspects,including the relationship between the roles of the government and the market,optimization of the data monitoring system,enhancement of the reporting and verification system,improvement of the quota allocation system,and perfection of the price adjustment system.These efforts are necessary and important steps to achieve our goal of carbon peak and carbon neutrality.
