The Development Process,Experience and Trend of Non-governmental Higher Education in China Since the Reform and Opening-up

改革开放以来,我国民办高等教育先后经过了探索发展期、积极发展期、规范提升期等三个不同内涵的发展阶段,已经成为中国高等教育事业的重要组成部分,对增加教育机会供给、促进教育公平发挥了重要的作用。我国民办高等教育的快速发展是旺盛社会教育需求、良好政策环境、举办者高度社会责任感等多种因素共同作用的结果。面向未来,中国民办高等教育在发展模式上要从外延发展转向内涵质量提升、在发展策略上要从同质发展转向差异发展、在发展逻辑上要从经济逻辑转向教育逻辑、在发展环境要从行政主导转向依法自主办学。

After the reform and opening up,China’s non-governmental higher education has gone through three different connotation development stages as exploration development period,positive development period and standard improvement period.It has become an important part of China’s higher education,and has played an important role in increasing the supply of educational opportunities and promoting educational equity.The rapid development of non-governmental higher education in China is the result of many factors,such as strong so-cial education demand,good policy environment,organizers’high sense of social responsibility,etc..Facing the future,China’s non-governmental higher education should change its development mode from extension de-velopment to quality improvement,its development strategy from homogeneous development to differential devel-opment,its development logic from economic logic to educational logic,and its development environment from administrative leadership to running schools according to law.
