党性党风党纪一体化协同治理,是坚持以系统观念管党治党的重要体现,党性党风党纪三者相互关联,理解其逻辑内涵要从内容、方法、要求等层面分析,理解其运行机理要从时间、内容、方式、功能等方面着眼。党性党风党纪一体化协同治理既是党的十八大以来全面从严治党的经验总结,又是一体推进“不敢腐、不能腐、不想腐”的现实要求,也是有效解决百年大党独有难题的规律性认识。新时代党性党风党纪一体化协同治理机制的形成,重在精准落实全面从严治党主体责任、形成党性党风党纪一体融合的制度体系、协调用好激励和惩治的处理方法和手段、建立健全预防由风及腐的阻断机制、总结推广基层的实践创新和案例创新等。

The integrated collaborative governance of party spirit,party conduct and party discipline is important embodiment of governing the Party with systematic thinking.Since party spirit,party conduct and party discipline are interconnected with each other,we should analyze and understand their logic connotations from the aspects of content,method and requirements,and understand their running mechanism from the aspects such as time,space,content,means and functions.The integrated collaborative governance of party spirit,party conduct and party discipline is not only the summarization of experience in comprehensively strengthening party discipline since the 18th National Congress of the Party,but also an actual requirement for developing the systems and mechanisms ensuring that officials do not dare,are not able,and ultimately have no desire to be corrupt.Besides,it is also a cognition of the law for effectively tackling the special challenges faced by the CPC.To form themechanism of integrated collaborative governance of party spirit,party conduct and party discipline in the new era,we should:make efforts to secure the accountability system for the full and strict governance over the Party;build an institutional system integrating party spirit,party conduct and party discipline;make good use of the means of motivation and punishment;establish and improve the blocking mechanism preventing degradation from inobservance of party discipline,worsened party conduct to corruption;and sum up and popularize the successful cases of primary-level innovation.
