侦查人员在办案侦查活动中,依法讯问犯罪嫌疑人时所制作的笔录是诉讼法律文书的重要组成部分,是对讯问情况的如实记录,更起到证明犯罪事实、追究犯罪嫌疑人的刑事责任,以及切实保护公民的合法权益等至关重要的作用。结合执法实践工作,以职务犯罪侦查讯问笔录的制作为例,通过调研侦查部门工作人员在讯问笔录制作的实务,查找出司法实践中侦查讯问笔录制作中存在讯问重点模糊、讯问细节模糊等问题,依据最新修订的刑事诉讼法、人民检察院刑事诉讼规则的相关规定和司法文书制作的新要求,厘清执法工作人员侦查讯问笔录的首部、正文、尾部的制作重点和难点,提升讯问笔录制作内容的规范性,以期对一线法律文书的制作有借鉴和参考的意义。

The transcripts made by the investigators when interrogating the criminal suspects in accordance with the law are an important part of the litigation legal documents and a true record of the interrogations.It plays a vital role in proving the fact of a crime,investigating the criminal responsibility of a criminal suspect,and protecting the legitimate rights and interests of citizens.Taking the production of the interrogation record of official crime investigation as an example by combining with the practice of law enforcement,when investigating the practice of the staff,we find out there are some problems in the production of interrogation records in judicial practice including the ambiguity of interrogation focus and details.According to the latest revision of the Criminal Procedure Law,the relevant provisions of the criminal procedure rules of the People's Procuratorate and the new requirements for the production of judicial documents,we try to clarify the key points and difficulties of the production of the first,the main body and the end of the investigation interrogation records,and improve the standardization of the production of interrogation records,in order to find the perfect way to solve the problems in the production of interrogation record in practice.
