Study on ChatGPT Technology’s Risk,Application and Governance from the Perspective of Public Security

以ChatGPT为代表的使用自然语言通过意图表述实现使用人工智能生成所需内容的技术,具有知识平权、技术赋能、用户交互及整合性特点,给治安治理带来的风险和挑战初露端倪。该技术使得治安危害更易实现,危害的广度与烈度风险大幅提升,治安危害主体认定更加困难,治安关系产生骤变。同时其在赋能治安治理、提升治安主体能力方面的作用明显。针对该技术在治安治理领域的风险与应用,可通过调适治安治理理念、转变治安治理方式、促进治安规范迭代更新、治安主体内部整合等方式进行管控。

The technology represented by ChatGPT,which makes use of natural language to generate the required content by using artificial intelligence through intention expression,has the characteristics of abridgement of knowledge gap,technology empowerment,user interactivity and integration,brings emerging risks and challenges to public security governance.The technology has made it easier to realize public security hazards,dramatically increased the risk of harm in terms of breadth and intensity,made it more difficult to identify the subject of public security hazards,and produced abrupt changes in public security relationships.However,it plays an obvious role in empowering public security governance and enhancing the capacity of public security entities.In response to the risks and applications of the technology in the field of public security governance,it can be controlled by adjusting the concept of public security governance,transforming the patterns of public security governance,promoting the iterative upgrades of public security norms,and internal adaption and integration of the public security entities.
