财政金融协同支持农业现代化的影响效应研究——基于粮食主产区的经验数据

Study on the Influence Effect of Financial Cooperation in Supporting Agricultural Modernization——Based on the Empirical Data of Major Grain Producing Areas

财政投入和金融发展各自为营的粗放式投资模式已经无法满足农业现代化发展的要求,而金融与财政的协同对农业现代化发展或许有一定的影响。论文从理论上系统分析了财政金融协同对农业现代化的影响机制,利用我国粮食主产区13个省2011—2020年农业生产数据,选择固定效应模型与门槛模型,实证检验财政金融协同对中国粮食主产区农业现代化发展的影响效应。结果表明:(1)财政金融协同对农业现代化具有显著的促进作用;(2)财政金融协同对农业现代化存在门槛效应,在城镇化率高的地区,促进作用更大;(3)具体到农业现代化各个维度,财政金融协同对产业体系建设和绿色发展水平的影响并不显现;(4)聚焦到农业现代化在不同人均资本配置水平区域下的发展,与人均资本配置较低的地区相比,拥有较高人均资本配置水平的地区因其相对较好的财政金融协同机制,可获得更加显著的农业现代化水平的增长。

The extensive investment mode of financial investment and financial development can no longer meet the requirements of agricultural modernization,and the synergy between finance and finance may have a certain impact on agricultural modernization.In this paper,the influence mechanism of fiscal and financial coordination on agricultural modernization is systematically analyzed theoretically,and the fixed effect model and threshold model are selected to empirically test the influence effect of fiscal and financial coordination on agricultural modernization in China's major grain producing areas by using the agricultural production data of 13 provinces from 2011 to 2020.The results show that:(1)financial coordination has a significant role in promoting agricultural modernization;(2)Financial coordination has a threshold effect on agricultural modernization,especially in areas with high urbanization rate;(3)Specific to all dimensions of agricultural modernization,the impact of financial coordination on industrial system construction and green development level is not obvious;(4)Focusing on the development of agricultural modernization in regions with different levels of per capita capital allocation,compared with regions with lower levels of per capita capital allocation,regions with higher levels of per capita capital allocation have achieved more significant growth in the level of agricultural modernization because of their relatively good fiscal and financial coordination mechanism.
