当前我国康复辅助器具技术服务模式探析——基于云南省的实践

Analysis of the Current Technical Service Model of Rehabilitation Aids in China:Based on the Practice of Yunnan Province

为进一步做好残疾人辅助器具服务工作,文章梳理总结了云南省在残疾人辅助器具服务工作中采取的举措和取得的成效,对服务模式进行归纳概括,从辅具适配率低、辅具产品单一、普遍认识不足、数据统计不科学、配发不专业、机构建设滞后、专业人才匮乏等七个维度对现阶段存在的问题进行了深入剖析,并从提高统计数据精准性、推广专业化辅具适配、加强人才队伍建设、部门分工协作、加强机构建设、打造“互联网+辅具”平台六个视角,为推进康复辅助器具高质量发展,为残疾人提供优质、均等、普惠、可及的公共服务,兜牢民生底线,补齐民生短板,提高生活品质,推进共同富裕,提出了参考性的对策建议。

In recent years,the assistive devices service for people with disabilities in Yunnan Province has made certain achievements,but there are also many difficulties and problems.To further improve the service of providing assistive devices for people with disabilities,this article summarizes the measures and achievements that Yunnan Province has taken in the field of assistive device services for people with disabilities.It summarizes the service models and conducts an in-depth analysis of the existing problems at this stage from seven dimensions:low adaptation rate of assistive devices,limited variety of assistive products,insufficient general awareness,unscientific data collection,unprofessional distribution,lagging in institutional development,and lack of professional talents.It provides in-depth insights and proposes reference-based strategies and suggestions from six perspectives:improving the accuracy of statistical data,promoting specialized assistive device adaptation,strengthening the construction of talent pool,enhancing departmental collaboration,reinforcing institutional development,and establishing an "internet plus assistive devices" platform.At the same time,the article proposes referential strategic suggestions to promote the high-quality development of rehabilitation aids,and provide high-quality,equitable,inclusive,and accessible public services for people with disabilities.These suggestions aim to secure the basic needs of the people and address shortcomings in livelihood.Furthermore,they intend to improve quality of life and promote common prosperity.
