Research and Practice of Project System Reform for Oilfield Research Institutes

“十四五”以来,中国石化华东油气分公司勘探开发研究院坚持科技创新和制度创新“双轮驱动”,推进科研部门项目制改革。为打破基层单位、专业之间的科研管理壁垒,增强协同创新与联合攻关合力,聚焦“拓资源、增储量、上产量、扩矿权”任务目标,研究院以国家科技重大专项、中国石化“十条龙”等重大项目为平台,通过加强组织管理、探索项目长“揭榜挂帅”选聘模式、下放管理权限、健全配套制度、细化量化考核、强化服务等措施,充分激发创新内生动力,全面提升自主创新能力。华东油气分公司不断深化基础地质理论研究,强化关键瓶颈技术攻关,优化科技体制机制建设,加快科研成果转化,建成了百万吨级油气田,企业进入了良性发展轨道。

Since the 14th Five-year Plan,Exploration and Production Research Institute of East China Oil&Gas Company,Sinopec has adhere to the“driven by two wheels”principle,namely technological innovation and structuring innovation,to help the scientific research departments to reform the project system.The reform aimed at eliminating the barriers of scientific research management between the grassroots units and specialization,stepping up the joint efforts for innovation and research and focusing on the tasks of“expanding resources,increasing reserves,boosting production and enlarging the royalties”.The research institute used the State’s major technological projects and Sinopec’s important projects as the platform and adopted a series of measures,such as strengthening organizational management,studying the employment model that allowed the project head to make final decisions,deregulating management limitations,perfecting the relative systems,quantifying examinations in details,and emphasizing services.Those measures fully inspired the internal motivations for innovation and improved the ability for independent innovation.East China Oil&Gas Company continually reinforced the basic geological theoretical study,strengthened research efforts for the key bottleneck technologies,optimized the mechanism of the scientific and technological system and accelerated transformation of the scientific research results.The company has constructed a million-ton oil and gas field and set itself on healthy development track.
