电子政务背景下机关电子文件归档模式研究

Research on the Archiving Mode of Electronic Documents in the Context of E-government

文章以国家档案局印发的《关于进一步加强机关业务系统电子文件归档与管理工作的通知》为导向,分析目前机关电子文件归档取得的成就和存在的问题,提出机关电子文件归档模式,以及进一步加强业务系统电子文件归档工作的具体措施,包括健全归档制度规范、组织专业人员、采用实用信息技术、加强工作中的融合联动、完善电子文件归档管理信息系统建设、实行电子文件单套制管理模式。

Guided by the Circular on Further Strengthening the Archiving and Management of Electronic Documents in Government Organs'Business Systems issued by the State Archives Bureau,the paper analyzes the achievements and problems of electronic document archiving in government organs at present,puts forward the mode of electronic document archiving in government organs,as well as specific measures to further strengthen the archiving of electronic documents in business systems,including improving the archiving system norms,organizing professional staff,adopting practical information technology,strengthening the integration and linkage in the work,improving the construction of electronic document archiving management information system,and implementing the single set management mode of electronic documents.
