某县域水生态文明城市建设项目存在问题与对策

Analysis and Countermeasures of the Water Ecological Civilization City Construction Project in a County

县域水生态文明城市建设项目实施期达标建成之后,部分项目仍需持续推进,水生态系统功能完全恢复仍然任重道远。及时做好现状问题的科学分析,提出相应合理解决对策对县域水生态文明城市建设具有重大现实意义。为此,结合唐河县水生态文明城市建设项目实践案例展开分析研究。结果表明,深入认识项目概况,围绕高标准谋划持续发力攻坚、生态优先办好民生实事和以水为媒传承唐河特色文化等三方面梳理县域水生态文明城市建设主要经验,着力针对项目实施和资金保障仍需持续推进、水生态修复力度仍需持续加强及重工程轻水文化现象依然存在等三方面进行现状问题科学分析,从深入打好污染防治攻坚战推进生态建设、坚持节水优先加强集约节约利用水资源、深化水利文化内涵提升城市品位和坚持绿色发展提升建设成效等四方面合理提出县域水生态文明城市建设的对策。可为类似县域水生态文明城市建设提供借鉴参考。

After the implementation period of the county water ecological civilization city construction project reaches the standard,some projects still need to continue to advance,and there is still a long way to go to fully restore the water ecosystem function.It is of great practical significance to the construction of county water ecological civilization city to timely scientifically analyze the current problems and put forward corresponding and reasonable countermeasures.To this end,this study analyzes and researches the practice case of the water ecological civilization city construction project in Tanghe County.The results show that a deep understanding of the project overview,focusing on three aspects:planning and continuous efforts to overcome challenges with high standards,prioritizing ecological measures for people's livelihood,and inheriting Tanghe's characteristic culture through water as a medium,can summarize the main experiences of the county-level water ecological civilization city construction.The scientific analysis of the current problems focuses on three aspects:the need for continuous promotion of project implementation and funding guarantee,the need to continuously strengthen water ecological restoration efforts,and the phenomenon of heavy engineering and light water culture.From the perspectives of deepening the fight against pollution and promoting ecological construction,adhering to water conservation as a priority and strengthening the intensive and efficient use of water resources,deepening the connotation of water conservancy culture to enhance urban taste,and adhering to green development to enhance construction effectiveness,reasonable countermeasures for the construction of a water ecological civilization city in the county are proposed.It can provide reference for the construction of water ecological civilization city in similar counties.
