电折水计费模式在农业水价综合改革中的应用

Application of"Metering Water with Electricity"Billing Mode in the Comprehensive Reform of Agricultural Water Tariff

农业水价综合改革是中央和国务院的一项重大决策部署,如何推进这项工作,各地进展程度不一。作者结合本地平原井灌区条件,探索实践了以电折水计费试点,已初步形成了可复制的路径。首先要建立完善四项机制建设,做到有人管、有钱管、有制度管、有依据管,把基础夯实打牢。其次要加大力度做好政策宣传、培训。第三就是打通改革全流程,委托供电公司代收水利工程运维费,切实做好农业灌溉用水定额内精准补贴与奖励,不断增强用水户的节水意识,从而达到农业水价综合改革的目的。

The comprehensive reform of agricultural water price is a major decision and deployment of the Central Committee and the State Council.How to promote this work varies from place to place.Therefore,combined with the conditions of the local plain wellirrigation area,the author has explored and practiced the pilot of water metering and charging based on electricity consumptions.This mode has initially formed a reproducible path.First of all,we should establish and improve the construction of four mechanisms to ensure that they are managed by someone,money,system and basis,and lay a solid foundation.Secondly,we should strengthen policy propaganda and training strength.The third is to open up the whole process of reform,entrust the power supply company to collect the transportation and maintenance fees of water conservancy projects,earnestly do a good job in precise subsidies and rewards within the quota of agricultural irrigation water,and constantly enhance the water-saving awareness of water users,so as to achieve the purpose of comprehensive reform of agricultural water price.
