河南省海河流域蓄滞洪区建设工程规划设计

Planning and Design of Flood Detention Area Construction Project in Haihe River Basin of Henan Province

摘要 文章根据河南省海河流域蓄滞洪区的特性和其在流域防洪中的重要位置,并结合“21·7”洪水暴露出的防洪突出问题,对蓄滞洪区建设工程进行统一规划设计分析。确定了防洪工程、排涝工程建设内容,分析了堤防、进退设施、排涝涵闸、桥梁等工程的级别、规模和形式,并进行工程设计。根据蓄滞洪区现状和有关要求,针对安全建设主要考虑居民异地安置、安全区和撤退道路等安置方式。研究成果为类似蓄滞洪区的建设,提供科学经济合理的建议。 According to the characteristics of the flood detention basin and its important position in the flood control of the Haihe River Basin in Henan Province,combined with the prominent flood control problems exposed by the 21.7 Flood,a unified planning and design of the flood storage area construction project were analyzed.The construction content of flood control and drainage projects are determined.The level,scale,and form of embankments,entry and exit facilities,drainage culverts,bridges,and other projects are analyzed.Moreover,the engineering design is carried out.According to the current situation and relevant requirements of the flood detention basin,resettlement of residents in dfferent places,safe areas and evacuation roads will be mainly considered for safety construction.The research results provide scientific,economic and reasonable suggestions for the construction of flood detention basin.
