摘要
基于1999-2019年14个小麦主产省份的面板数据,运用SBM模型测算小麦生产效率,通过构建空间杜宾模型考察农业产业集聚对小麦生产效率的影响及空间溢出效应,结果表明:我国14个小麦主产省份农业产业集聚与小麦生产效率整体上具有较强的空间相关性;农业产业集聚对小麦生产效率具有显著的负向影响,且该影响具有明显的空间溢出效应,即农业产业集聚不仅对本区域的小麦生产效率产生负向影响,还会通过空间溢出效应对相邻区域的小麦生产效率产生负向影响具有较强的空间相关性;自然灾害、政府干预程度、外开放度对小麦生产效率具有显著的负向影响,农村城镇化水平、农业发展水平对小麦生产效率具有显著的正向影响。为此,提出应当注重宏观平衡发展、协调效率均衡化发展;加快生产要素配置建设、激发小麦支撑因素生产潜能;营造良好的外部社会环境、实现产业融合发展;并且从人力资本、人口规模、自然灾害、政府干预程度、对外开放度、基础设施水平、工业化水平、农村城镇化水平、农业发展水平等方面促进小麦生产效率的提升。
Based on the panel data of 14 wheat-producing provinces from 1999-2018,the SBM model was applied to measure wheat production efficiency,and the impact of agro-industrial agglomeration on wheat production efficiency and spatial spillover effects were examined by constructing a spatial Durbin model.The results show that there is a strong overall spatial correlation between agricultural industry agglomeration and wheat production efficiency in 14 wheat-producing provinces in China;agricultural industry agglomeration has a significant negative impact on wheat production efficiency,and the impact has an obvious spatial spillover effect,i.e.agricultural industry agglomeration not only has a negative impact on wheat production efficiency in the region,but also has a negative impact on wheat production efficiency in neighbouring regions through the spatial spillover effect.Natural disasters,the degree of government intervention and the degree of openness have a significant negative impact on wheat production efficiency,while the level of rural urbanisation and agricultural development have a significant positive impact on wheat production efficiency.In this regard,it is proposed that the macro-balanced development should be paid attention to,coordinate the balanced development of efficiency,accelerate the construction of production factors,stimulate the production potential of wheat support factors,create a good external social environment,and achieve industrial integration development,and promote the improvement of wheat production efficiency in terms of human capital,population size,natural disasters,the degree of government intervention,the degree of external openness,the level of infrastructure,the level of industrialization,the level of rural urbanization,the level of agricultural development,etc.The development of wheat production efficiency in terms of human capital,population size,natural disasters,government intervention,openness,infrastructure,industrialisation,rural urbanisation and agricultural development.
