Construct a New Talent Propelled High-Quality Development Strategy Pattern

中国式现代化是创新驱动的现代化,是高质量发展的现代化,也是人才引领、人才支撑的现代化。党的二十大报告将有关人才的章节前移、位置显著突出,以更高视角、更大格局统筹谋划教育、科技、人才三项工作,围绕加快建设世界重要人才中心和创新高地,提出“人才引领驱动”“着力造就拔尖创新人才”“坚持为党育人、为国育才”“坚持各方面人才一起抓”等一系列新思想新论断新要求新部署,提升扩展了国家人才战略结构布局。同时,把“聚天下英才而用之”“充分发挥人才作为第一资源的作用”写入《中国共产党章程(修正案)》,标志着人才战略位次显著提升,人才战略目标明确聚焦,人才战略重心优化调整,我国迈入人才引领驱动高质量发展新征程。

Chinese modernization is the moderation that is not only promoted by innovation,developed in high quality,but also led and supported by talents.Putting the section on"a Strong Workforce for the Modernization Drive"front and center position in the Report to the 2oth National Congress of the Communist Party of China,the CPC puts forward an overall planning of education,science and technology which centers on rapid construction of a major world center of talent and innovation,with such series of new thoughts,proposals,requirements and deployments as"relying on talent to pioneer and propel development","producing frst-class innovators","cultivating talent for the Party and the country",and"making concerted efforts to cultivate talented people in all fields",thus has upgraded China's national strategic talent reserve.Moreover,the CPC has written"attracting the brightest minds from all over"and"giving full play to the role of talent as the first resource"into the Amendment to the Party Constitution,which marks the significant position elevation,goal clarity and focus,and focus optimization as well for Chinese talent strategy Therefore,China has ushered into a new journey where talents pioneer and propel high-quality development.
