国土空间规划改革背景下城镇开发边界管控研究

Research on Urban Development Boundary Control under the Background of Territorial Spatial Planning Reform

城镇开发边界是新时代生态文明背景下国土空间管控的重要管控政策工具,旨在引导城镇空间集聚高质量发展。随着“三区三线”划定成果的批复,各级国土空间规划编制工作已经入尾声,如何确保城镇开发边界划定后城镇建设用地科学、高效、精准地落实到空间上,本文对城镇开发边界管控应注意的重点进行了探讨,衔接国土空间规划事权,从城镇开发边界管控体系、城镇开发边界内外管控重点、城镇开发边界调整机制三个方面提出了管控建议。

The urban development boundary is an important policy tool for controlling land space in the context of ecological civilization in the new era,aiming to guide the high-quality development of urban spatial agglomeration.With the approval of the results of the delineation of the“Three zones delineated by three lines for land use”and the completion of territorial Spatial planning at all levels,how to ensure that urban construction land is scientifically,efficiently,and accurately implemented in space after the delineation of urban development boundaries is discussed in this article.The key points that should be paid attention to in the control of urban development boundaries are discussed,connecting the power of territorial Spatial planning,from the control system of urban development boundaries,the key points of internal and external control of urban development boundaries Three aspects of the adjustment mechanism for urban development boundaries have proposed control suggestions.
