基层治安治理动员是长期的政策部署。在传统执行力导向下,派出所过于追求效率、效果,反而使动员政策失去了执行效度。软执行力以公共利益为导向塑造执行目标,针对执行对象个性化诉求,采用柔性手段,追求执行效果的社会满意度,从而有助于克服基层治安治理动员困境。然而,权责结构的失衡、绩效考核的失当以及人员素质的僵化阻碍了软执行力与动员的融通。公安机关应从完善权责结构、优化绩效考核、革新人员素质入手,促进软执行力在基层治安治理动员中的深度应用。

Mobilization of grassroots public security governance is a long-term policy deployment.Under the traditional execution oriented approach,the police station's excessive pursuit of efficiency and effectiveness has actually led to the loss of effectiveness in the implementation of mobilization policies.Soft execution is guided by public interests to shape execution goals,targeting personalized demands of execution objects,adopting flexible means to pursue social satisfaction with execution results,thus helping to overcome the difficulties of grassroots public security governance mobilization.However,the imbalance of power and responsibility structure,improper performance evaluation,and rigid personnel quality hinder the integration of soft execution and mobilization.Public security organs should start with adjusting the power and responsibility structure,optimizing performance evaluation,and innovating personnel quality to promote the deep application of soft execution in grassroots public security governance mobilization.
