新时代新疆人才配置与人才强区战略的匹配性

Research on the Matching Between the Allocation of Talent Resources and the Strategy of Strong Talent Area in Xinjiang in the New era

摘要 人才资源的合理配置是落实新时代人才强区战略的核心。论文基于人才理论,采用第七次人口普查数据发现新时代新疆人才资源呈现产业配置持续优化、行业配置不均衡加剧、八大产业人才配置不均衡、年龄配置为中年型等新特征。对照新时代人才强区战略需求,人才资源配置出现不匹配问题,表现为产业结构与人才结构不匹配、八大产业人才配置与产业高质量发展需求不匹配、农村技术人才老龄化与乡村振兴战略不匹配、人才区域配置与区域协调发展战略不匹配等。建议新疆维吾尔自治区党委按照新时代党的治疆方略政策要求,优化人才产业结构、培养和引进八大产业集群紧缺人才、调整和完善农业院校专业目录,为人才强区战略提供高质量的人才支持。 Based on the talent theory,this paper uses the data of the seventh population census to find that the talent resources of Xinjiang in the new era present new characteristics,such as continuous optimization of industrial allocation,intensifying imbalance of industrial allocation,imbalance of talent allocation in eight industries,and middle-aged age allocation.According to the strategic needs of talent areas in the new era,there are prominent problems in the allocation of talent resources,including the mismatch between the industrial structure and talent structure,the mismatch between the allocation of talents in eight industries and the demand for high-quality industrial development,the mismatch between the aging of rural technical talents and the strategy of rural revitalization,and the mismatch between the regional allocation of talents and the strategy of coordinated regional development.It is suggested that the Party Committee of Xinjiang should,in accordance with the requirements of the Party's policy on Xinjiang governance in the new era,optimize the structure of the talent industry,train and introduce talents in short supply in eight industrial clusters,adjust and improve the professional directory of agricultural colleges and universities,and provide high-quality talents support for the strategy of the talent zone.
