数字技术赋能乡村振兴的内在机理与实践路径

Internal mechanism and Practical Path for Rural Vitalization with Digital Technology Empowerment

数字技术赋能乡村振兴是指运用涵盖大数据、云计算、人工智能等高新技术手段推动乡村产业体系重构,为乡村振兴提供动力引擎,通过数字技术的嵌入和应用,实现农村产业体系优化和人居环境改善,构建宜居宜业的智慧乡村。数字技术赋能乡村振兴是推进农业农村现代化的必要之策,是服务国家发展战略的重要使命,是建设数字中国的重要依托。目前,数字技术赋能乡村振兴在推进过程中存在着一些梗阻,主要体现在乡村基础设施建设滞后、数字技术赋能乡村振兴存在明显供给缺口、乡村数字化技术人才短缺等。为此,在数字技术赋能乡村振兴的发展进程中,需推动乡村基础设施完善,实现乡村数字化转型;强化涉农要素有效供给,强化乡村数字技术人才队伍建设,实现个体赋能。

Digital technology empowerment means improvement of reconstruction of rural industry structure with high and new technology such as big data,cloud computing,artificial intelligence witch could provide engine for rural vitalization,and realize optimization of rural industry system and improvement of human settlement for establishment of intelligent countryside suitable for living and for working.Digital technology empowerment for rural vitalization should be a key policy for agriculture and rural modernization with important mission serving state development strategy,and it could be an important support for construction of digital China.There were some problems by advancing procedure of rural vitalization with digital technology empowerment which consisted of lag by construction of basic facilities in countryside,insufficient supply of digital technology and manpower shortage for digital technology.Therefor the basic facilities in countryside should be improved with realization of digital transformation of countryside in the development procedure of rural vitalization with digital technology.Factors related agriculture should be provided and human power should be enhanced with the aim of rural development.
