乡村振兴视域下乡村数字治理路径研究——以天津市某区为例

乡村治理是国家治理的基石,没有乡村的有效治理,就没有乡村的全面振兴,就没有国家治理的现代化。当前我国正处于数字化和智能化蓬勃发展阶段,在推进基层治理效能提升过程中要发挥数字化的奇兵作用,搭建好乡村数字治理框架。该文以乡村振兴背景下农村基层治理的困境为突破点,强调乡村数字治理的作用,分析乡村数字治理建设现状,进而提出加快乡村数字治理建设的3条对策建议,即提升农民数字素养、完善配套政策体系、健全各级保障机制,以此来推进乡村数字治理的建设进程,最终实现农业农村现代化。

Rural governance is the cornerstone of national governance.Without effective rural governance,there will be no comprehensive revitalization of rural areas and no modernization of national governance.At present,China is in the stage of vigorous development of digitalization and intelligence.In the process of promoting the efficiency of grass-roots governance,we should play the role of digital soldiers and build a good framework of rural digital governance.Taking the predicament of rural grass-roots governance in the context of rural revitalization as a breakthrough,this paper emphasizes the role of rural digital governance,analyzes the current situation of rural digital governance construction,and then puts forward three countermeasures and suggestions to speed up the construction of rural digital governance,that is,to improve farmers'digital literacy,improve the supporting policy system,and improve security mechanisms at all levels,so as to promote the construction process of rural digital governance and finally realize the modernization of agriculture and rural areas.
