公物仓应用功能标准化研究--以济宁市机关事务中心为例

Research on Application Function Standardization of Public Property Warehouse--Taking Jining Municipal Government Offi ces Affairs Center as an Example

在“党和政府带头过紧日子”的背景下,建设行政事业单位公物仓、推进闲置资产共用共享,是落实党中央要求、提高行政事业单位国有资产使用效益、节约购置资金、建设节约型机关的重要举措。标准作为经济活动和社会发展的重要技术支撑,能够在公物仓建设运行过程中发挥技术支撑和规范作用。本文通过对公物仓建设和运行的模式进行梳理,聚焦公物仓“应用功能”,分析其主要问题以及进行标准化的意义,并对济宁市机关事务中心公物仓应用功能标准化实践进行案例分析,进而提出公物仓应用功能标准化的启示和建议,以期为公物仓标准化工作提供借鉴。

In the context of building conservation-oriented Party and government,establishing public property warehouses of administrative institutions and promoting the sharing of various types of idle assets are important measures to put in place the national requirements,improve the effi cient use of state-owned assets in public institutions,save the purchasing capital and establish conservation-oriented government offi ces.Standards,as key technical support of economic activities and social development,can play a technical supporting and regulating role in the establishment of public property warehouses.Through sorting out the mode of public property warehouse construction and operation,this paper focuses on the application function of public property warehouses,analyzes the main problems and the signifi cance of standardization,analyzes the practical cases of application function standardization for public property warehouses in Jining Municipal Government Offi ces Affairs Center,and puts forward relevant enlightenments and suggestions,which is expected to provide reference for the standardization work on public property warehouses.
