摘要
气象标准化是提升气象服务能力的重要基础,省级气象部门在气象行业标准化发展战略中处于关键的纽带位置,在全省的标准化发展战略中发挥着重要的基础保障作用。省级气象部门的标准化意识可在一定程度上决定省级气象行业的发展。本文以吉林省气象部门为例,分析了现有气象标准化工作现状以及存在的问题和不足,并针对吉林省气象标准化工作在标准化平台建设、标准培训交流、标准制修订和宣贯实施等方面开展了初步的实践和思考,以增加培训、立项等措施增强省级气象部门的标准化意识,提出了“强化顶层、细化基层、横向联动、融合科研”的工作思路,为省级气象部门标准化工作的顺利开展以及完善高效标准化工作机制的建立提供了基础参考,实现以标准助力气象防灾减灾第一道防线、以标准带动气象高质量发展为气象标准化工作的终极目标,紧随数字时代国际标准化发展进程。
Meteorological standardization is an important basis for improving the ability of meteorological services.The provincial meteorological department plays a key role in the standardization development strategy of the meteorological industry,and plays an important role in the basic guarantee of the standardization development strategy of the province.The standardization consciousness of provincial meteorological departments can determine the development of provincial meteorological industry to some extent.Taking the meteorological department of Jilin province as an example,this paper analyzes the current situation of meteorological standardization and the existing problems and deficiencies,carried out the preliminary practice and thought on the meteorological standardization work in Jilin province,such as the standardization platform construction,standards training exchange,standards development and revision,and the propaganda and implementation of standards to increase measures such as increasing training and project approval to enhance the standardization awareness of provincial meteorological departments,and proposes a work concept of“strengthening top-level design,refi ning grassroots,horizontal linkage,and integrating scientifi c research”.This provides a basic reference for the smooth implementation of standardization work in provincial meteorological departments and the establishment of effi cient standardization work mechanisms to achieve the ultimate goal of meteorological standardization work of using standards to assist the fi rst line of defense for meteorological disaster prevention and reduction,and drive the high-quality development of meteorology,closely following the international standardization development process in the digital era.
