依规治党思维的三维面向及其准确把握

党的二十大报告明确要求坚持制度治党、依规治党。推进并实现依规治党,既需要在制度层面加强党内法规制度建设,形成完善的党内法规制度体系,也需要在思维层面运用并强化依规治党思维,助推执政党及其成员思维能力的全面提升。依规治党思维是依据党内法规管党治党的思维。党内法规所具有的法律性、政治性以及道德性特征,使得依规治党思维不可避免地具有法治思维、政治思维以及德治思维的三维面向,成为一种集合法治思维、政治思维以及德治思维在内的融汇型思维。在法治思维面向上,依规治党思维强调和崇尚规则至上,要求全体党员将党内法规作为党内具有法律意义的规则予以尊重、敬畏和遵守。在政治思维面向上,依规治党思维承载了中国共产党的政治要求,要求执政党及其成员讲政治、讲党性、讲规矩、讲初心、讲大局。而在德治思维面向上,依规治党思维则要求党“为政以德”、立政德、行德政,要求广大党员修私德、讲公德、明大德,做道德人、高尚人、老实人。作为一种集合了法治、政治与德治三种治理模式要求的融汇型思维,依规治党思维要求其思维主体不仅要有法纪意识和政治观念,还要有德行修养,不仅要讲法治、讲政治,还要讲德治,要求“三治”协同、不能偏废。广大党员在深入推进依规治党、全面从严治党过程中需要在法治思维、政治思维以及德治思维之间及时切换频道、准确把握频率,实现三者的同频共振、精准对接。为此,必须坚持法治的底线性,强调政治立场的优先性,突出对广大党员的德性要求。这是准确把握依规治党思维的基本要求。
