The Reform of Homestead System in Shaanxi Province from the Perspective of Smith’s Policy Implementation Process Model

政策的有效执行是指通过实施一系列行动和措施,确保政策的目标能够得到有效实现。基于史密斯政策执行过程模型,全面分析了陕西省宅基地制度改革政策执行过程,发现其在理想化政策、执行机构、目标群体和政策环境四个维度均面临严峻挑战。为此,提出在陕西省宅基地制度改革政策执行中,须在完善顶层设计、明确政策内容;完善政策执行机制,提高政策执行效率;提高目标群体认知,优化目标群体行为;塑造适宜政策环境,夯实政策执行基础等方面下功夫,持续推进陕西省宅基地制度改革政策的稳步落实。

The effective implementation of the policy refers to the implementation of a series of actions and measures to ensure that the objectives of the policy can be effectively achieved.Based on Smith’s policy implementation process model,this paper comprehensively analyzed the implementation process of homestead system reform policy in Shaanxi Province,and found that it faces severe challenges in the four dimensions of idealized policy,implementing agency,target group and policy environment.In the next implementation of the homestead system reform policy in Shaanxi Province,it is necessary to improve the top-level design and clarify the policy content,the policy implementation mechanism and implementation efficiency,the target group cognition and optimize their behavior to create a suitable policy environment and consolidate the basis for policy implementation,which continues to promote the steady implementation of the homestead system reform policy in Shaanxi Province.
