对压缩空气储能电站项目建设用地费编制的思考

Reflection on Land Requisition Cost Preparation for Compressed-air Energy Storage Power Station

规范压缩空气储能电站投资编制行为、建立完善的技术标准体系势在必行。笔者参与了团体标准《压缩空气储能电站投资编制导则》起草工作,负责编写了项目建设用地费篇章,对行业相关技术标准进行了梳理分析,提出了压缩空气储能电站项目建设用地费篇章的概算项目划分及涵义、项目单价编制的依据和计算方法,并辅以典型案例进行了分析测算。研究认为,该内容填补了《压缩空气储能电站投资编制导则》中项目建设用地费技术标准方面的空白,规范了投资编制行为,可供压缩空气储能电站拟定工程造价参考。

It is necessary to standardize the investment preparation of compressed-air energy storage power station and establish a comprehensive technical standard system.Involving in the drafting of“Guideline for the Investment Preparation in Compressed Air Energy Storage Power Station”and responsible for the writing of the chapter of land requisition compensation,relevant technical standards in power industry are analyzed,and the budget division and meaning,and the basis and calculation method of project unit price preparation in the chapter of land requisition cost compensation for compressed-air energy storage power station are proposed.The typical cases are also calculated as a supplement in the chapter.These contents fill the gap of land requisition compensation in the technical standard of the“Guideline for the Investment Preparation in Compressed Air Energy Storage Power Station”,and standardize the investment preparation behavior,which can be used as a reference for the cost budgeting of compressed-air energy storage power station construction.
