河湖幸福指数——文化之河评价研究

River and lake happiness index:evaluation research on the culture river

我国河流、湖泊众多,历史文化底蕴丰厚,水文化是中华文化的重要组成部分,同时也是我国水利事业发展不可或缺的精神元素,先进水文化更是建设幸福河湖所追求的最高境界。本文对文化之河的概念进行了初步解析,基于保护好、传承好、利用好和弘扬好水文化的原则,建立了文化之河评价的三级指标体系,并将指标体系成果应用于全国十个水资源一级区的文化之河评价中。整体看来,我国文化之河幸福河湖评价等级处于中等水平,长江区的太湖流域文化之河评价得分最高,达到中等偏上等级。文化之河距离实现“大河文明、精神家园”的最高目标尚有较大的差距。

There are many rivers and lakes in China,with long history and rich culture.Water culture is not only an important part of Chinese culture,but also an indispensable part of the rapid development of China’s water cause.Advanced water culture is the highest realm pursued by the construction of Happiness River and Lake.Based on the principles of protecting,inheriting,utilizing and promoting water cultural heritage,this paper establishes a three-level index system for evaluation of Culture River,and applies the index system to the evaluation of Culture River in ten first-class water resources areas in China.Overall,the Culture River evaluation grade of rivers and lakes happiness in China,is at the medium level,and Culture River in Taihu Lake Basin of the Yangtze River area is the highest,which reaches the upper middle level.There is still a big gap before realizing the highest goal of“River civilization and spiritual home”.
