重大工程全过程应急管理的实施路径研究——以“7·12”九绵高速公路工程暴雨灾害应急为例

Research on the Implementation Path of Comprehensive Emergency Management for Major Engineering Projects: A Case Study of the July 12th Rainstorm Disaster in the Jiumian Expressway Project

重大工程的全过程应急管理以风险的生命周期为基础,审视重大工程实施的全过程,强调从风险识别、预防,到应急响应、恢复,整个过程的协同和平衡,保证重大工程的顺利实施和可持续发展。研究以“7·12”九绵高速公路工程暴雨灾害为例,分析工程施工单位的全过程应急管理的事前、事中、事后整个环节,认为需要从推进重大工程应急管理的制度体系建设、健全重大工程应急管理的动态运行机制以及建立重大工程的可持续维稳措施出发,落实重大工程的全过程应急管理。

The whole-process emergency management of major projects is based on the life cycle of risks,examines the whole process of the implementation of major projects,and emphasizes the coordination and balance of the whole process from risk identification and prevention to emergency response and recovery,so as to ensure the smooth implementation and sustainable development of major projects.Taking the rainstorm disaster of“7.12”Jiumian Expressway Project as an example,this paper analyzes the whole process of emergency management of construction entities before,during and after the event,and holds that it is necessary to promote the development of emergency management system for major projects,improve the dynamic operation mechanism of emergency management for major projects,and establish sustainable measures for maintaining stability of major projects,so as to implement the whole process emergency management of major projects.
