文献计量法评价科研产出在高校科研管理中的应用——以河南中医药大学为例

Application of Bibliometric Evaluation of Scientific Research Output in University Scientific Research Management——Taking Henan University of Traditional Chinese Medicine as an Example

【目的】利用不同类型的文献展现高校科研产出情况,并基于文献计量法评价科研产出,提升高校科研管理的整体水平。【方法】以河南中医药大学为例,分析文献计量法在高校科研评价中的应用过程,内容包括选择评价数据、明确评价方式、搭建科研评价系统等。【结果】文献计量形式带有极强的客观性,其结果客观反映高校科研发展水平与方向,对适时调整高校的科研管理政策和科研发展重点方向,有着重要的指导意义。【结论】将文献计量法应用到高校科研管理过程中,及时观察该项评价中的各项细节,找出影响评价质量的因素,在该项评价状态的影响下,切实改善科研评价质量,扭转当前部分高校的科研发展方向。

[Purposes]This paper aims to use different types of literature to present the scientific research output of universities,and evaluate the scientific research output based on bibliometric methods,and im-prove the overall level of scientific research management in universities.[Methods]Taking Henan Uni-versity of Traditional Chinese Medicine as an example,the application process of bibliometric method in university research evaluation was analyzed,including selecting evaluation data,clarifying evaluation methods,and building a research evaluation system.[Findings]The bibliometric form of literature has a strong objectivity,and its results objectively reflect the level and direction of scientific research development in universities.It has important guiding significance for timely adjustment of scientific research management policies and key directions of scientific research development in universities.[Conclusions]By applying bibliometric methods to the process of scientific research management in universities,this paper timely observes various details in the evaluation,identifies factors that affect the quality of the evaluation.And under the influence of the evaluation status,this paper effectively improves the quality of scientific research evaluation and reverses the current direction of scientific research development in some universities.
