摘要
为提高城市交通运输安全防控水平,梳理了城市交通运输安全防控趋势,提出了“信息感知、风险识别、安全防控”的城市交通运输安全防控技术体系框架,从人、车辆、道路环境、营运行为四个风险源角度分析安全防控策略,同时结合风险时态提出“常态规避、短临预警、应急响应”的多场景安全防控策略,并开展风险识别与防控实践应用,结果显示总体营运行为风险识别与防控效率提升了23.2%,高风险群体驾驶员经常态规避策略干预后风险回落至普通驾驶员水平。
In order to improve the level of urban transportation safety prevention and control,the trend of urban transportation safety prevention and control was sorts out,and the framework of urban transportation safety prevention and control technology system was put forward,which includes information perception,risk identification and safety prevention and control.The safety prevention and control strategies are analyzed from the perspective of four risk sources:people,vehicles,traffic environment and operational behavior.At the same time,combined with the risk tense,multi-scenario safety prevention and control strategies of normal avoidance,short-term warning,emergency response were proposed.The practical application shows that the overall efficiency of risk identification and control about operational behavior has increased by 23.2%,and the risk level of high risk group drivers has returned to the level of ordinary drivers after the intervention of regular avoidance strategy.
