建设项目用地预审部省对接工程设计与应用——以广东省为例

Design and Application of Ministry and Province Docking Engineering for Pre-examination of Construction Land Use Projects:A Case Study of Guangdong Province

文章围绕建设项目用地预审业务,结合广东省近年开展部省业务对接的具体实践,提炼部省对接工程设计思路和应用关键要点。文中提出了“省统筹管理、省统一上报”的总体对接设计思路以及统一底图底数、理顺审批流程等分项思路,明确了突破跨网交换、重新封装接口等部省对接应用关键要点。同时,针对部省对接工程实施中的不足,提出完善对接规范等优化建议,为进一步推进国土空间用途管制数字化转型、强化自然资源信息共享提供思路。

This paper focuses on pre-examination of construction land use projects,and refines the design ideas and application key points of the docking project in combination with the practice of the docking project in Guangdong Province in recent years.The paper puts forward the overall docking design idea of"provincial overall management and provincial unified reporting",as well as the sub-ideas of unifying the base map and base number and straightening out the approval process,and clarifies the key points of the docking application of ministries and provinces such as breaking through cross-network exchange and re-packaging interfaces.ln view of the shortcomings in the implementation of the ministerial and provincial docking project,we put forward optimization suggestions such as improving the docking standards,so as to provide ideas for further promoting the digital transformation of territorial space use regulation and strengthening the sharing of natural resources information.
