摘要
伴随新一轮科技革命不断深入及数字技术的融合发展,以“一网协同”为核心的数字化改革成为驱动组织变革、实现整体智治的可行途径,对推动国家治理体系和治理能力现代化发挥着“动力引擎”作用。数字技术驱动组织变革的关键在于利用数字化改革消解部门协同困境、权责异质冲突、业务融合挑战和职务耦合失调等问题,以技术赋能淡化或模糊化组织边界,在多跨协同下重塑政府部门的行动主体、身份角色、内在驱动和业务流程四维边界,使各部门能够及时、有效地在数字空间中进行信息互通、数据共享和关系互动,实现政府组织全方位重置、全过程重塑和全领域重构,打造基于数据要素驱动的平台型智能组织,逐步建成兼具“网络协同”和“数据智能”双轮驱动的数字政府。
With the continuous deepening of the new round of technological revolution and the integration and development of digital technology,digital reform centered on“one network collaboration”has become a feasible way to drive organizational change and achieve overall intelligent governance,playing a“driving engine”role in modernizing the state governance system and capacity.The key to organizational change driven by digital technology lies in utilizing digital reform to address issues such as departmental collaboration dilemmas,power and responsibility heterogeneity conflicts,business integration challenges,and job coupling imbalances,empowering technology to weaken or blur organizational boundaries,reshaping the four dimensional boundaries of government departments’actors,identity roles,internal drivers,and business processes under multi-span collaboration,enabling all departments to exchange information,share data and interact with each other in digital space in a timely and effective manner,achieving comprehensive reset,process reshaping,and domain reconstruction of government organizations,creating a platform based intelligent organization driven by data elements,and gradually building a digital government with two-wheel drive of“network collaboration”and“data intelligence”.
